Dr Cheung has served as a Principal Lecturer of the Division of Social Sciences, Humanities and Design and is currently an Honorary Fellow (Public Administration) of the Division. His main research interests are public sector budgeting, public policy analysis, environmental governance, and social policy and administration in Hong Kong and China. He has published papers in international journals such as Public Administrative Review, The China Quarterly, and Public Administration and Development.
Dr Cheung has more than 30 years of teaching experience from doctoral to diploma levels. Besides, he also took up administrative duties such as Programme Director, Area Coordinator in Public Sector Management and member of the PolyU Senate .
He is also involved in high level consultancy and research activities. He has been a consultant for the Department of International Development of the British Government and the World Bank. His recently research work is about social enterprise development in Hong Kong and the changing role of the central budget agency in China.
